I think a grade should depend strictly on the slope

is that   y = mx + b or

y - y1 = m(x - x1)

Any "M" in a storm will do, unless you've been promised "L" and high water. Slope is definitely "M."

Unless it's bi-direction; in which case either M&M or skittles will get you over the slippery slope.
