I bring up the goldfish because my in-laws are in that very situation right now.
They can't call animal control, because the local animal rescue house is right down the street - in fact, that's where the cats are coming from!
Building a fence kind of defeats the purpose of having a fish pond, and I've yet to see a fence that was cat proof!

Let the cat play with the goldfish..what's the harm? He's not going to catch it anyway. Poor cats. Let them have a little fun.

Tell them to do the "humane" thing- collect the cat or cats and take them to the animal shelter, in the next county. They will be fed and eventually find a good home.
And you neighbor will not see them again.

I keep intruding animals away from my pond very nicely with a rain-bird sprinkler with a built in motion detector. Called a ScareCrow, available on the web and at stores. FYI.

Ignore her. She is a liberal animal worshiper and only lives to try to force her "religion" on others.
