I think you have it down pat. He takes money and says he'd like to have a fight in such and such place.

Claims it'll be a good fight.

Even if the fight only lasts 30 seconds of a round.

However as a boxing fan I don't think this match would need a promoter. Just friggen say something like "Pay Per View, Mike the Muncher etc. etc. etc. . .
