RE: "no ship to bare thee hence". In the appendix I read that Legolas and Gimli sailed away over the Sea. Did they do to the Havens? Why wouldn't they take Arwen with them?

Jen would know, if anyone, why Gimli got to go the the Havens... Maybe they just didn't notice him because he was so short, and he slipped in.

Arwen couldn't go because she had to make a choice when she married a mortal. Maybe it is akin to leaving the faith... and she didn't so much become a mortal as she was just not allowed to go over the sea.
