I like them all. But if I had to choose one for heroism, I think it would be Frodo. He perhaps understood the best of all the hobbits the horror of the ring and of the quest, the desperation of the chance they were taking, yet he battled his fear with quiet determination as best he could 'til the end.

Yes, Frodo for heroism. Sam's enduring qualities are loyalty and love for his friend.
Frodo, and even Merry and Pippin share much of those qualities, but they're each given different tasks, different burdens to bear. And they all carry them admirably.

Yet I believe even when the hobbits and Gollum see the Morgul King coming out of Minus Morgul and pause, sensing something...I believe even then, (influenced by the Ring) Frodo intended to claim the Ring and attempt (vainly and foolishly) to challenge the Eye.
He knew that the Ring would only betray him, and that he had not, even if he put it on, the power to face the Morgul-king-not yet.
