Well, Legolas rode with saddle and bridle into Rivendell in the FoTR too...

I think they only went to the trouble of having one horse ridden "at liberty", Shadowfax.

It is hard to train a horse to do fast, complicated work at liberty, especially in big galloping groups. It's dangerous. And you need really good riders. They looked into it... and decided it was too much a part of Shadowfax to skip it, but they didn't try to get Legolas or his horse to that level. Legolas does all his own riding and stunts (as did Aragorn)
