Inside the “confidential” midterm playbook from a group founded by Obama lawyers—and the plans being promoted to progressive lawmakers for grand juries, ballot battles and election confrontations.
A fourteen-page election guide marked “CONFIDENTIAL” offers a detailed look at progressive preparations for the 2026 midterms, mapping confrontations over federal intervention, criminal investigations of election officials, ballot counting and certification.
Protect Democracy’s guide for state legislators lays out seven scenarios extending beyond Election Day. Among its proposals:
- Educating community members to “reject improper prosecutions when serving on grand juries”.
- Immediately framing investigations used to enforce unlawful demands as intimidation intended to overturn an election.
- Using public outrage to make seizures of election materials politically costly.
The organizations behind the memo
Protect Democracy was co-founded by Ian Bassin and Justin Florence, former associate White House counsels to President Barack Obama.
The network promoting the guide, State Innovation Exchange, or SiX, describes its mission as advancing progressive change through state legislators. Its work includes policy support, strategic advice and collaboration between elected officials and civic organizations.
Despite the confidentiality marking, SiX publicly linked the guide in an October 22 briefing by Anthony Gad, director of its Shared Tactics & Training program.
Seven scenarios, one underlying accusation
The guide’s opening alleges a three-part administration strategy: “Deceive,” “Disrupt” and “Deny.” It presents manufactured fraud narratives, federal intervention and rejection of unfavorable results as connected stages.

The guide’s opening framework and confidentiality marking.
Its seven scenarios cover voter intimidation; attempts to nationalize election administration; seizures of ballots, machines or records; criminal investigations; interference with counting; mass ballot challenges; and refusal to certify. The guide treats those as distinct risks requiring different preparations.

All seven scenarios covered by the guide.
Investigations—and the grand jury
The fourth scenario pairs challenges to overbroad subpoenas with the grand-jury education proposal. It anticipates investigations used to pressure officials into unlawful compliance.
Protect Democracy’s separate grand-jury explainer, published January 28, gives a fuller picture of its educational approach.
Its five-part account tells jurors to test probable cause, examine the credibility of evidence, request original documents and direct witnesses, question witnesses and seek clarification, and report prosecutorial misconduct to a supervising judge.
The group celebrates refusals to indict in prominent and protest-related cases as examples of ordinary citizens checking government power. Its argument is that a prosecutor’s decision to bring a case should not guarantee an indictment.
A plan for public officials and public messaging
The SiX briefing tells lawmakers to call clerks, sheriffs and prosecutors, join nonprofit election-protection coalitions’ communications lists, and seek public commitments to enforce voter-intimidation laws.
For intimidation during voting, the guide describes volunteer documentation, police coordination and litigation to extend disrupted polling hours, alongside reassurance for voters.
A highlighted reminder asserts that online election disinformation peaks during the ten days before Election Day and tells lawmakers to have messaging ready. Communications preparation is built into the document’s timetable.

The ‘RATs are much more organized. The R’s can’t even do good voter turnout drives.
The Party seeks total control and absolute power.
The more control and power the Democrats have, the less and less do elections make any difference.
TRUMP TRUMP TRUMP TRUMP Kavenaugh/Abortion TRUMP TRUMP TRUMP
And the GOP is the opposite. It’s hilarious to see the endleess Byron Donalds ads go from “Endorsed by Trump” to “Endorsed by DeSantis” to “Hi, I’m Byron Donalds.”
There is NOTHING wrong with elections, but NO, you cannot have the machines or ballots and audit the election(s). Just trust us. /democrats
Yep. Why is that?
I’ve been trying to get the GOP to realize much of the DNC planning operation was trained in Silicon Valley.
The have a 5 year, 10 year and 20 year plan already in place.
They KNOW who to target with fake support (ie McCain) so they can flip the seat later.
The GOP could do this too once we get rid of the egos running it in the Senate.
The problem is too many on the GOP side are with the Democrats so we’re constantly fighting a two-front war every election, as we’re doing again in these midterms.
I am going to take a little bit of exception with your comment about Republicans being unable to do get out the vote campaigns.
In the 2024 election, what they did was absolutely outstanding in Pennsylvania. That effort was gargantuan, out of the sight of public scrutiny largely, and highly effective. I believe it saved the nation in 2024, that one effort..
Without a doubt, the left is much more organized at illegality and deception. In the past, they have used our taxpayer money to fund their “get out the vote” drives via. tax monies distributed by USAID.
You may have noticed, that there hasn’t been a lot of noise around this election regarding the Democrat get out the vote operations…
There were speculation (which I think is accurate) that their sources of money have been limited to a degree because of the closing of USAID, and the crackdown on ActBlue.
I have also read speculation (which I think is well founded as well.) that the Democrats realized they get out the vote operations were backfiring on them, as more Republicans were being registered as a result, so they have quietly stopped doing it.
In addition, Republicans have well outperformed Democrats all over the country in registering new voters. Florida is an example where the Republicans have widely outperformed Democrats.
I agree Pennsylvania did a good job in the 2024 election. I wish that could be a roadmap for all battleground states.
Bkmk
Once President Trump is gone the republic is gone, maybe! We’ll see!
Fewer Republican registrations in commie dominated areas may be due to Rs registering as unaffiliated in self-defense.
And some leaving the GOP because the GOP has become an embarrassment.
