Truman, Kennedy, Nixon, and Reagan said NO to nuclear war!!
They all said yes to deterrence. They all pursued limits on nuclear weapons. A new START agreement becomes difficult to meaningless to detrimental as other nuclear weapons countries become potential adversaries.
