I have no idea about how juvenile law works in Ohio, but in many states a 9-year-old won’t be locked up even if he commits murder. Juvenile law can be strange beyond recognition.

9 years old can definitely know right from wrong. However, I think there’s a good argument that they are easily brainwashed by people, media, peers ect.
