The U.S. Food and Drug Administration (FDA) officially banned blood donations from incarcerated individuals in 1995, explicitly excluding prisoners from the eligible blood donor population. Prior to this formal ban, the federal government had already ruled in the early 1980s that inmate plasma was unsafe for manufacturing domestic blood products due to high risks of HIV and hepatitis. However, a loophole allowed private contractors to continue harvesting prison plasma and exporting it internationally until the program was entirely shut down in 1994 following major contamination scandals as prison blood was the key problem to bring the issue to light.
The action of selling donated blood from prisons was a major problem with the Clintons as when their blood from the Arkansas prisons wsa not allowed to be sold nationally, they went international to Canada and some of the supply leaked back into the US.
Bill was identified as the governor of Arkansas at the time of the blood sales but thanks to their attorney Vince Foster he escaped any real identification in the issue. However, Foster was murdered, called suicide, after the issue was escaped and Foster’s business partner and head of security in Little Rock, Jerry Parks, was gunned down and his computer seized right afterwards.
