They are not compatible with a civilized society.
Lincoln had the right idea when he wanted to deport them back to Africa or find other living space for them outside of the U.S.

Centuries of denial of their obvious genetic characteristics for violence, sociopathy, and impulsivity have made it impossible to propose workable solutions. Interbreeding may be helpful and a few thousand years from now we might know. Otherwise, just stay away from them.
