There is a huge empty reservoir in Rolling Hills Estates near Palos Verdes Drive North and Western Avenue. Taken offline in 2022 for upgrades or something.

In Texas, water lines are flushed through fire hydrants.

Officials said that the Santa Ynez Reservoir had been closed since about February for repairs to its cover, leaving a 117-million-gallon water storage complex empty in the heart of the Palisades for nearly a year...
Emptying of the reservoir began in February after a tear in the floating cover measuring several feet allowed debris, bird droppings and other objects to enter the water supply. DWP drained the site to avoid contamination and comply with water regulations.
DWP sought bids for the repair in April, at a cost of up to $89,000. In November, the utility signed off on a contract with a Lakeside firm for about $130,000, records show.
The status of the repairs is unclear. The DWP's employee union leader condemned the months-long wait to restore the reservoir.
"It's completely unacceptable that this reservoir was empty for almost a year for minor repairs," Gus Corona, business manager of IBEW Local 18, said in an interview with The Times.
"This work should have been done in-house, and they shouldn't have depended on a contractor to do it," he said. "I truly believe it's something that could have been avoided."
Joseph Ramallo, a chief communications officer for DWP, said the reservoir was scheduled to reopen in February.

According to LAFD this is “slow moving in heavy brush. It is topography driven (not wind) with steep slopes.” The cause of the fire is under investigation.

The precisely targeted, rapid water drops from LAFD Air Operations combined with the firefighter’s aggressive fire attack on the ground held the fire to approximately one acre (revised from initial size).”
Los Angele Fire Department Margaret Stewart told KTLA News that this area is a challenge because there are no hydrants, but that water tenders (large trucks carrying water) were being sent to the area.

Exactly, as I stated in my post...”drinking water lines = hydrant lines” in all the cities in CA I know of.
LADWP (L.A. water):
“Water main flushing is a process by which our pipes are cleaned by forcing water through the main at high speeds, then expelling the water from the main, usually through a fire hydrant. Flushing improves water quality by removing sediment that can cause water to appear dirty or discolored. Water main flushing may also improve the water’s taste and smell.”

The reservoir had to have the tarp to keep debris out, when the tarp needed repair, there was a kerfluffle over who would repair it - a union based government outfit, or somebody else. They emptied the reservoir because it was not suitable for drinking by their lights. Something like that, is the gist of it.
