At 10 AM, US Secretary of Defense Donald Rumsfeld held a press conference and announced that the Pentagon has “lost track of” $2.3 trillion, which is “unaccounted for.”
He goes on to highlight a number of other glaring inefficiencies in the Department of Defense.

I also remember Hildebeast losing $6 billion dollars from the State Dept. while not having enough money to provide proper security to the consulate in Libya.

I don’t know what ‘spell it out’ means, but Gerald Posner went into this in great detail in his thoroughly documented book on everything 9/11 and among the ironies is that the very group tasked with ‘accounting’ for this money was officed in the section of the Pentagon that was hit on 9/11, which exacerbated the resolution of the issue, but that over the course of several months after tbat day the thorough accounting was done and the ‘missing money was fully accounted for. Here’s the ‘funny’ thing, so to speak - when Rumsfeld made the announcement we were in a peacetime stature and issues like that are front page news - when the accounting was done were embroiled in two wars and follow ups to stories like that suddenly page E9 news. I can’t detail everything here, but you can read the account in Posner’s book as well as anyone *if* you really want the answer and think it’s important. Or, Posner gives a thumbnail account here...
