I think the question should be.... “Doesn’t a pardon require a guilty verdict” before a pardon can be handed down. And yes, I believe so.

No. General Michael Flynn was given a pardon to prevent further persecution. He was never convicted of anything.

President Otto Penn handed out pardons to many people who had never even been charged with anything.

No it does not. Remember Joe Biden pardoned people who had yet to be charged with anything. In fact, most still remain pardoned.

Not true. According to AI, Biden issued

"One pardon for Hunter Biden; five pardons for family members: his siblings James and Francis Biden, their spouses Sara Biden and John Owens, and Valerie Biden Owens; preemptive pardons for Dr. Anthony Fauci and Gen. Mark Milley; pardons covering the members and staff of the House January 6 committee. So, depending on whether one counts individual recipients or pardon documents, the total is generally described as roughly two dozen people in the final-day pardons, plus Hunter Biden’s earlier pardon. These pardons applied to possible past federal offenses—not future lawbreaking."

Apparently preemptive pardons may be handed down, but it's not clear if they will hold up in court.
