Do the windmills spin during a hurricane?

No.

During high winds the blades are feathered to stop them from turning.

If the blades are permitted to spin they will spin too fast and the blades could come off or the generator overspeed and burn. They will basically destroy themselves.

If wind speed goes too high the wind turbines shut themselves down.

When hurricanes approach, the windmills are pre-programmed to switch from "SUCK" to "BLOW," thus mitigating the storm effects.
