How can they be so sure that there weren't at least a few 18-year-olds among the crowd? And maybe several 13-year-olds, as well?
Did they "card" all of them?!

1) Say that they are all under aged so they don’t have to arrest any of them. “They’ll be out tonight anyway.”
2) They are all well-known to the police. I remember once listening on a police scanner and they were trying to find some criminal. “Yeah, he ran past the group of Crips on their corner and then headed west.”
