Florida's cash-assistance program, known as Temporary Cash Assistance (TCA), is funded through the federal Temporary Assistance for Needy Families (TANF) program.

And, as usual, you can see that "temporary" does not mean "temporary" as generation after generation collects "cash wefare" and every other form.

I'd say make 'em get out and clean up the roadways, parks, neighborhoods. Also fit them with mandatory birth control if they collect any form of welfare.
