Actually, we SHOULD sell the oil to the highest bidder, as that will drive the price down, and then we can refill the Reserve at the lower cost when there is surplus supply.

That’s how the market for crude oil works.

Otherwise, we’ll be filling the Reserve with the oil @ market price at present.

Unless, of course, you just wanna go full on Socialist or Fascist.
