This is where people make mistakes. Flock is a private company. They sell cameras and subscriptions. That's how they make money. Most flock cameras are owned by private companies, HOAs, universities, and local governments.

Flock cameras collect data passively. They do not use facial recognition. Data is stored for 30 days.

Flock data is used to deter crime and also to help solve past crimes. Under current constitutional interpretations, individuals have no reasonable expectation of privacy for their vehicle's movements on public streets, so flock cameras are perfectly legal on public roads.

To be blunt, the government doesn't give a shit what you're doing. You don't matter that much. Neither do I. But if there's an amber alert or my car gets stolen or someone robs a bank, do I want the local police department to have flock data available to them? Of course I do. Your opinion may differ.
