Many cameras are looking into private yards and even house windows. Elevated Flock cameras are a problem; a camera mounted 20 feet in the air looking over a 6-foot fence is not an expected view of private property and does not qualify as open to public viewing imho.

That's an additional problem and more reason to prohibit this sort of surveillance.
