I thought his plea deal said he had no right to appeal.

I'm not sure the deal will hold if they actually lied to him to get him to agree. If it was couched as "we'll try for a lower sentence", it may stand. If they said "It will cut your sentence in half", it likely falls.

The sentence is imposed by the judge, after he or she agrees to the plea deal.
