Every player needs to be identified and the role that they play. But not every role is illegal and not every player will be prosecuted.
We need to think both strategically and tactically.
ICE is the best example. The Bovino type tactics in MN put the whole ICE effort back many months and many illegals.
The Data Center people need to learn good PR strategy.
Make the Data Centers “warm and fuzzy”, not so cold and rigid in both appearance and reality.
