It can’t. The 1924 Snyder Act already exists to complicate such as your gobbledygook notion. Much less the debate notes explicitly stating intent that match align perfectly with the Snyder Act.

Yeah, I think Rush understood that amendment & it’s intent about as well as anybody & I also think there are SOME on the USSC that understand it, but not necessarily ALL of them. At least ONE apparently does not understand some obviously simple things in life. To me, it it was an amendment that was meant to do as much as possible, the keeping of any foreign influence out of the management of our great country.
