American presidents have long grumbled about burden sharing. They have???? Name one. Possibly Reagan but I'm not sure even he pushed back on NATO cost sharing.

I have paid attention to this. my whole adult life, and have NEVER heard even a single American President gripe publicly about NATO contributing its share.

Many NATO countries were spending a lot on defense during the 80s, they used to maintain their militaries.
Britain was spending almost 5%, France close to 4%.
