I’ll bet if she asked the right questions, she’d be able to pull up the other bids... Musk can outbid anyone right now because he can afford to. No big mystery here.
Seems to me SpaceX doesn’t have serious competition, and it’s not the government’s job to hold the hand of some wannabe when they don’t have the expertise that SpaceX does.
It’s our taxpayer’s money, so at least spend it on the one company who will fulfill the contact as written.
