Chicago has one of the most expensive education systems in the world-per capita student expenditures approaching $30,000 per year. Only 18 percent of students are proficient in math, with reading scores not much better.
The only hope is to eliminate the Chicago Public Schools entirely and go to an all–private school system. We would eliminate the property tax as a school financing vehicle. Currently, 15–30 percent of rents in Chicago go directly to fund public sector schools. Chicago renters will welcome a huge rent reduction.
I recommend limits be placed at 10 percent of family income for one student, 16.6 percent for two students, and 20 percent for three or more. Support would come directly from the state and would still be less than the state pays to Chicago Public Schools currently.

That is VERY important. Right now high schools teach things like advanced placement physics (my field) and calculus. Those courses are of value only for a limited number of students.
Perhaps by 9th grade students should be allowed a choice. By then they know (or should know) the basics. Move on to an academic high school. Or enter a comprehensive trades program.
Oh, and one more thing. The trades need to be respected more. The kid with a high GPA gets attention. And so does the star of the football team. An outstanding carpentry student deserves just as much recognition.

Perhaps the answer is boarding schools where the kids stay overnight from M-F and the return to their parents on the weekends. The $30k/yr should do it. Drill sergeant types doing the teaching. Their feral home atmosphere might be more stable on the weekends as the parents will have more time to work that tax-free overtime and behave more like couples while the kids are gone.

I suppose my answer is, yes, there is no avoiding it - 5%-10% of kids will be for the streets and for police to manage.

Schools have got to be an 80-20 issue just like deporting criminal aliens. Make both issues national and watch the chicken manure move up to fertilizer status.
The fly in the ointment on this whole subject is that the real fact of the matter is no one in the government or the school system wants the schools fixed.
And I wager that a very large percentage of the people don’t care much.

I’m afraid your student body did not reflect the diversity of its catchment area. Your funding will be reduced in proportion to the mismatch.
