The issue there (unstated in the article) is the homeowner is flying the flag on the common area of the HOA (the grass strip outside the sidewalk) , not his own property.

The HOA concern is that if one property owner can do this, others can fly things like gay flags.

It’s a lesson in how manipulated all media is.
