It was common practice in the 1950s and 1960s for a woman with an embarrassing pregnancy to go stay with relatives until the baby was born.
We have a letter from Barack Obama Sr in which he notifies immigration authorities that he is having a child with an American woman, but the Child is to be put up for adoption.
In Blaine there is no hospital. Locals in Blaine routinely went to White Rock for hospital treatment.
A scenario that makes a lot of sense is this.
Very racist parents, Stanley Dunham and Madlyn Dunham sent Stanley Ann to live with Aunt Eleanor in Blaine Washington to have her baby, and then give it up for adoption. (There was a large adoption facility in White Rock Canada)
When Stanley Ann had to deliver, she delivered in the White Rock hospital in Canada.
After taking care of her baby, she decided to keep him instead of giving him up for adoption. She phoned her mother in Hawaii and told her of her decision.
Her mother, being an intelligent woman, and not a stupid dumbass like Stanley Ann, realized immediately that the child needed American citizenship, so she filled out the requisite paperwork in Hawaii to create a birth record. (Hawaii allows this, as well as allowing a lot of other stupid things regarding birth records.)
And this explains how Stanley Ann shows up at her friend's house (Either Maxine Box or Susan Blake, I think) two weeks later while still not knowing how to change a diaper.
It also explains how Stanley Ann could have applied in person to attend the University on August 19th, 1961.
It also explains why they can't find an original Birth Certificate for Barack Obama, and why they have been trying to pawn off a "birth record" in lieu of actual proof he was born in Hawaii.
