It’s my understanding that the water is pumped from the Potamac and back into hte river so that’ll limit what chemicals one can use. It’s also my understanding that the filtration system wasn’t upgraded.
Have to admit, if they did not upgrade the filtration system that was a missed opportunity and a bad decision.
As far as chemicals, yaa can’t bleach it but there are enough options. I work where we take water from the Chesapeake Bay and return it, we have to manage fouling in heat exchangers from microbes, we have used various chemicals over the years. Some more effective than others.
