Trump supporters are low-propensity voters and they'll only vote when he's on the ballot.

Otherwise, the Democrats have the advantage due to turnout. '18, '22 plus other elections held during off-years have shown this...we'll lose when Trump is not running for office, as simple as that.

This is a way that Trump is mobilizing his base for November.
