Whites are 46X more likely to be the victim of a violent crime by a Black offender than Blacks being the victim of a White Offender

That's not what the table shows. Blacks are 46x more likely to be the perpetrator against whites than whites are against blacks.

If 60% of the population is white and 13% is black (I guessed), then whites would be a bit more than 2x more likely to be the victim.
