Perhaps there were people back in the early '70s who discerned a rising tide of fascism and watched Cabaret as a warning. Based on the film's final shot it certainly seems like it was meant to be one. But five decades passed before we arrived at the present moment...

"But five decades passed before we arrived at the present moment..."The problem today is that the fascists BELIEVE that they are Antifascist. Somehow, they convince themselves, and deny that Naziism and Fascism are flavors of Socialist dogma.
