Any flat area in Upstate New York is either in crops, orchards, or lake water and streams, These areas produce more food and enjoyment than any solarism can provide.

Those inanimate blots on the states naturally beauty and productivity are just warts, wanted only by political power-grabbers unwilling to live next to them, or to gain any food or enjoyment from them.

What their economy needs is separating the five borough/counties and populace into a single gepphysical/political province, isolating the country-ignorant city-dwellers to drug'shoot/beat/abort themselves in their own grounds, and allowing the huge remainder of the geography with the its acreage-rich remaining citizenry to govern themselves to their own benefit.
