Huh?

Well, the idiot didn't recover them for re-use, so I guess you could call them spent. At least they used bolt in the article and not arrow... or bullet.

Lots of crossbow bolts are damaged when they hit, and are not reusable.

There is a lot of energy in a high velocity crossbow bolt. It has to go somewhere...

Technically correct but even some manufacturers call their bolts ‘arrows’.
