I’ve lifted a lot of manhole covers, they don’t normally bolt them, the weight and design keeps them in place.
I wonder if NYC has some bad road/manhole maintenance.

I know that. But water meter covers are bolted on, why not manholes?

Since nothing is done right in blue cities like NYC, why should this surprise you?
They don't do anything right, yet they hire all of the right woke and PC people to do such jobs.
