Since the Medicaid model has been the same since LBJ in 1966 are the states slow learners? or how is this statement to be understood?
The current wave can be traced to Obama, 2013-2014, and the massive expansion and complexity of welfare (Medicaid, CHPS, SNAP, WIC, TANF, Sec8, LIHEAP, etc). Deloitte built the IES integrated Eligibility System for these welfare complexities in 2013-2014. Deloitte intentionally designed and developed them to be FRAUD.
2013-2014 the CIO of GA Dept of Community Health went to great lengths to try to get Deloitte to properly design and develop the Integrated Eligibility System. Deloitte did not fight on facts and logic. Deloitte fought and won in the SWAMP on connections.
