Obviously violating policy and training.

This kind of passive resistance is difficult to handle. They had to move her to effectuate an arrest, so I really don't know what cops are supposed to do in such cases. I would think they are authorized to use the minimum amount of force needed, but if they couldn't carry her, they probably should have called for backup to get enough people to do so.
