i would be surprised if members of the senate and the house read and understood even 10% of the bills they approve.

They vote the way they are told by leadershuip and/or the PACS, lobbyists and other scoundrels who enrich them.

For the most part, congress and the the nation are being run by congressional staffs comprised of unelected bureaucrats and the lobbyists who have the staff members on their payrolls.
