Poland started out with the lowest debt to GDP ratio in Europe. It can afford to borrow, but should have borrowed after 2014 when interest rates were far lower.

Heavy debts to the West is what got Edward Gierek removed from power, and led to the rise of Solidarność.

Poland was doing fairly well in the mid-70s, for a Communist country, then the bills came due.
