Here’s an idea: Instead of higher welfare payments when the father is NOT present, how ‘bout lower payments when the father isn’t present.

You assume that the welfare system wasn't purposely designed to destroy the nuclear family. I think the powers that be like having a permanent criminal class they can use to further beat down the population.

Yep. The Civil Rights Act and supporting legislation destroyed the black family. It made them dependent on the gov’t and that’s exactly what LBJ and the Democrats wanted.
