Perhaps limit welfare to a mother and her offspring to five years maximum for the set if a child of hers conceived out of wedlock winds up on welfare.
The limitation would not apply to Medicaid for the children or to prenatal or birthing care for the mother.
Another thing would be to reduce benefits over time for things like SNAP, Section 8 and the PPACA. Benefits might get reduced by 1% per month while on the program and the percentage reductions would get reduced by 2% a month when off the program.

The safety net would still be there, but its size would get reduced monthly. Working would gradually restore its size over time.
I like them. Congress wouldn’t because it would cost them votes. Congress is only interested in what gets them re-elected, not what’s good for the country.
