The latent tribalism comes to the fore. Any mony coming in to any government entity is personal money for those in charge. It goes immediately to pocket and to relatives. The point of government jobs is to take as much as possible for self and relatives. That is the moral procedure in a tribal or fractured tribal culture,Degeneration is to the pint that the nonaffluent black population is worse off now than it was in the townships under apartheid. It cannot be improved civilized nation were to colonize the country.
South African blacks take over a modern country and things inexorably return to the bush (with lots of crime and violence along the way).
This is the typical story of all communist regimes.
