Securing funds, advancing plans, and pursuing legal action aren't actual accomplishments. To say that you've moved money around and created paperwork is not the same as producing actual results. But this is how the ambitious write their CVs. Allocating and registering, spending and filing... results are rarely even the goal. The process is what fills them with pride.
