It was written a little vague but in 19th century who envisioned this invasion? But like the founding fathers the author of the 14th left a detailed paper what his intent was at composition of the 14th (think Federalist Papers). Just interpret it the way he said he wrote it, simple.

Beyond that, Courts generally ignore anything that isn't part of the text of a law.
