My understanding (always a dubious proposition) is that it has been proposed that if a prospective voter is unable to obtain a valid ID, he (or she) would have the option to sign an affidavit in person at the polling place that affirms that they are indeed citizens and elligible to vote at that particular voting precinct. This gives the prospective voter one last chance if they prove unable to obtain a proper ID. It also definitely makes the voter fully responsible if they are engaging in fraud. What objections could anyone have to that?

The only problem is that you have just opened the door for more people to engage in more fraud.
