He was cleared to cross 4...so definitely a big screwup.
I feel terribly for everyone involved.
the ATC is a heavy office to hold and this slip up will haunt him for his entire life. In his conscience and the feelings of guilt and shame will not require amplification from the public and blogosphere.
But yeah, he screwed up. All it takes is one.
