The federal government was told 15 years ago to take a full, annual inventory of everything it does.

It's not about knowing everything it does. What it "does" is irrelevant. Follow the damned money being paid out from the Treasury. It's all clever and innovative financing and money transferring to make it easy for thieves, line pockets, cover campaign expenses and buy favors and votes. Has no one paid attention to Minneapolis?
