In cases like this is almost always the lower ranking staffers, likely the battalion chiefs or individual company officers who had on the ground experience in fighting fire and managing crews and overall resource needs who should be first in line for promotion. They know best what the crews need in terms of equipment, staffing, training and other support resources to get the job done.
