Yes, of course. Drive through the Warm Springs, OR Indian Reservation and there are numerous trucks along the road selling JERKY, beef, venison, elk, moose, basically WHATEVER they can kill.

Also every house in a trailer with an old satellite dish a jacked up pickup and a corral out back with one or two ponies in it and a small lean to shed.

Maybe, maybe not. I vaguely recall a NA tribe in a state I can’t recall, maybe WA or AK, was or is allowed to take a single whale each year.
The environuts raised a stink but I can’t remember the outcome, if the tribe retained its rights.
