I will take one guess and suggest Anthony Fauci or one of his cohorts at the NIH/NIAID wrote this to Epstein. It will be great when the name is revealed.

IIRC, this was a table-top exercise at the WHO around that time. It was public and unreacted in its intent. All the usual suspects were in attendance. I’m too lazy to go search for it now.
